Generate overlay video without the base video?

  I actually found a workaround. I've generated this video https://www.dropbox.com/s/necfzuqzd3uahob/333.mp4?dl=0 with plain background and use it to generate overlay. Will check how it works, when overlay is done.

  It works fine. The only downside is that background of gauges gets alpha blended with the key color

  That's what I suspected unfortunately about the alpha blending. You can adjust the alpha from the overlay editor, but still it won't be as intended.
