It's a staged release with currently 20% rollout. This is to limit any risk of serious bug. It will be 100% next Monday if no serious bugs are found during the weekend.
If you want the new version right now, you can join the beta group. Once you've joined the Google+ group and clicked the opt-in links, you _should_ get it shortly through Play Store. Not 100% sure, but I think it works like that.
